PLEASE INCLUDE THE FOLLOWING INFORMATION IN YOUR FORMAL PROPOSAL:

  1. A completed copy of the INTERNATIONAL SOFTBALL CONGRESS OFFICIAL WORLD TOURNAMENT BID PRESENTATION FORM. In addition to the mandatory financial figures in Part One, the ISC seeks percentage shares of souvenir and concession sales. In Part Two bidders may offer a team travel fund and/or a team lodging guarantee.
  2. Name playing site(s). At least two diamonds, preferably adjacent, are required. Include seating capacity, exact location, parking capacity, and distances from hotel/motels and airport. Include photographs of park and facilities.
  3. The sponsoring agency must post a performance bond of $5000 guaranteeing that all obligations in the World Tournament Agreement are met. A check made out to INTERNATIONAL SOFTBALL CONGRESS should be a part of the sealed bid package.
  4. In addition to the tournament headquarters hotel, a listing of other accommodations (number of hotel/motel rooms available in the area, cost of rooms, etc.).
  5. Availability of transportation (hotel to playing site; airport to motels, etc.).
  6. Other services and special events that can be offered.
  7. Radio and/or television broadcasting possibilities.
  8. Number of people available to provide adequate manpower to successfully conduct all facets of the tournament.
  9. Name, address, and phone numbers of designated tournament director.
  10. Any other information or materials that might be pertinent to your bid.

RESPONSIBILITIES OF SPONSORING AGENCY:

TOURNAMENT HEADQUARTERS

  1. Provide an adequate room for team registration and ISC meetings.
  2. Provide sufficient personnel to do necessary clerical work. Team registration begins Friday (Opening Day) from 9 a.m. to 4 p.m. and continues Saturday from 9 a.m. until all teams are registered, usually late in the afternoon. Team information and rosters are to be documented by computer. Enough people should be available both days to issue passes, informational packets and practice field information.
  3. Provide passes for all team personnel (players, coaches, managers, trainers, scorekeepers, batboys/girls, sponsors) and immediate family members (spouses and children).
  4. Provide teams with informational packets which should include instructions and responsibilities, information on available services, entertainment guides, etc.
  5. Provide an adequate room for 10-20 people for unscheduled daily committee meetings leading up to Board of Directors meeting.
  6. Provide adequate tables, chairs (50), audio/video equipment, microphones and food service for ISC meetings.
  7. The tournament headquarters hotel/motel must have a rating of three diamonds or greater as issued by the American Automobile Association (AAA).

HOTEL/MOTEL ACCOMMODATIONS

  1. Guarantee sufficient rooms for 48 teams and out-of-town spectators.
  2. Negotiate acceptable rates.
  3. List only those within reasonable distance from playing site.
  4. Provide complimentary rooms for ALL ISC commissioners and umpires in attendance.

PLAYING FACILITIES

  1. Provide a primary playing facility of such quality as to be worthy of ISC World Championship play with seating for at least 5000. Crowds have exceeded 10,000.
  2. Provide an adjacent playing facility with adequate seating.
  3. Provide adequate pressbox and public address systems with dugout-to-pressbox phones.
  4. Provide outfield fencing at 250 feet (or distance approved by ISC) and superior lighting for night games.
  5. Provide adequate parking for players and fans.
  6. Provide tarpaulins capable of covering infields.
  7. Provide ground crews and field maintenance. Ground crews should be stationed near playing areas at all times in case of need for emergency repairs or in case of rain. Qualified electrician should be on duty during all night play in case of electrical failure.

UMPIRES

  1. Obtain local umpires if specified by ISC Umpire-in-Chief.
  2. Provide payment of umpires (negotiated with ISC). Present minimums: $12.00 per game per umpire, $25.00 per diem to each out-of-town umpire, and $00.12 per mile round trip travel to each out-of-town umpire.
  3. Provide adequate transportation to and from motel/playing site.

ITEMS FOR ISC WORLD CHAMPIONSHIP GUIDE

  1. Pictures of and information on primary playing site.
  2. Provide official tournament still photographer to photograph each participating team, tournament action and human interest subjects.
  3. Information on sponsoring organization or individuals.
  4. Pictures of tournament director and tournament committee.
  5. Information on local area and sites of interest.
  6. All ISC World Championship Guide material must be sent to the ISC Executive Director no later than February 1.

OFFICIAL TOURNAMENT PROGRAM

  1. Responsible for printing and sales
  2. Must include information pertaining to the history and development of the ISC.
  3. Provide space for complimentary full-page ads for ISC sponsors.
  4. Must include World Tournament double-elimination brackets, schedule of games and events and all team rosters; these items can be printed as an insert(s) to the program.

TRANSPORTATION

  1. Provide transportation for teams and commissioners to and from airport.
  2. Provide a complimentary car for ISC Executive Director’s use plus a number of additional cars (specify in bid) for exclusive use by ISC commissioners.
  3. Schedule bus/van to and from tournament headquarters to playing site at regular intervals.

OTHER

  1. Opening ceremonies with parade of teams, their arrangement on the field, proper team introductions, national anthems of all participating countries, etc. (one hour limit). Note: The precise timing of the parade of teams is very important. All details, i.e., where teams assemble, how they approach the field, where they are located on the field should be carefully planned for an impressive ceremony. A written plan should be submitted to the ISC prior to the beginning of the tournament. Local, state (provincial), and/or national dignitaries normally participate in this ceremony.
  2. Provide enlarged tournament brackets on boards for primary playing site and tournament headquarters. Also a bulletin board should be maintained which notes special events which are arranged for teams and commissioners and for posting daily team and individual tournament statistics.
  3. Provide scorekeepers and necessary supplies for compiling statistics. This include compatible hardware operations for the official ISC statistical software from Sportcomp Data Systems, adequate paper and a public display area where game-by-game statistics can be posted. The ISC statistician will be in complete charge of the pressbox and all working personnel.
  4. Provide adequate personnel for selling taking tickets at each park gate. Pass gate should be considered for players and their families.
  5. provide player/participant passes (includes spouses and immediate family members).
  6. Provide adequate number of ushers to control reserve seating and to keep traffic flowing in aisles to prevent viewing obstructions.
  7. provide softballs approved the ISC, if necessary. The ISC usually arranges to have enough balls donated by manufacturers. Provide for the return of all balls hit or thrown from the field of play.
  8. Provide qualified medical service at all tournament games.
  9. Provide souvenir sales stand/booth for both official tournament souvenirs and official ISC souvenirs and adequate personnel to man the sales operation. The stand/booth must have a minimum of 320 sq. Ft. of floor space and a minimum of 160 sq. ft. of wall display space. These figures are based on a structure 32’x10’ with walls 8’ high and display tables 3’ high in front of the walls.
  10. Awards/closing ceremony following final game, including transportation of display of awards at the park. Large tables with bunting are recommended for trophy display during the ceremony.

RESPONSIBILITIES OF THE INTERNATIONAL SOFTBALL CONGRESS:

  1. Select the participating teams (the successful bidder is permitted to name the host team).
  2. Provide the umpiring crews and the scheduling of umpires
  3. Draw tournament brackets and provide schedule of games.
  4. Provide guidance and consultation to the sponsoring agency in preparation for the tournament.
  5. Supervise and be responsible for playing of the tournament and control of all playing activities.
  6. Assist in team registration and orientation.
  7. Provide supervision and assistance in pressbox activities including scorekeeping, record keeping and compilation of other statistical information.
  8. Establish a committee to select award recipients and to make presentation of awards.
  9. Provide trophies and awards, the cost of which is the responsibility of the sponsoring agency.
